The transport of goods with high fiscal risk on the territory of Poland has been subject to strict monitoring through the SENT-GEO system since 2017. Products containing ethyl alcohol (e.g. certain types of antifreeze, thinners, solvents).

Goods with an alcoholic strength of 80% or more.

  1. Tobacco products:

Dry tobacco.

Rolling papers and strips for cigarette manufacturing.

  1. Waste:

Paints, varnishes, solvents, and adhesives.

Other waste materials defined by relevant regulations.

  1. Other products:

Textile grease preparations.

Binding agents (binders).

Solvents.

Vegetable oils and their fractions (e.g. soybean oil, peanut oil, olive oil).

Margarine and similar edible fat mixtures.

Coal.

Certain solvents and compound thinners.

Prepared paint and varnish removers.

Antifreeze solutions.

  1. Products specifically monitored due to tax fraud risk:

Non-denatured ethyl alcohol with an alcohol concentration of 80% or more.

Products containing ethyl alcohol (e.g. certain types of antifreeze, thinners, solvents).

The reporting obligation applies when transported quantities exceed certain thresholds, for example 500 kilograms or 500 liters. Vehicles performing these transports must be equipped with GPS devices transmitting real-time coordinates to the Polish platform.

For any transport operation in Poland involving these categories of goods, compliance with SENT-GEO regulations is mandatory. This includes prior registration of the transport, transmission of location data upon entering Poland, and maintaining transmission until the destination or exit from the country.

Strict regulations, significant penalties

Failure to comply with SENT-GEO requirements results in severe penalties. Transport operators may be fined up to PLN 10,000 (approximately €2,200) for missing cargo location information, while drivers who fail to activate the transmission device or do not follow instructions in case of malfunction may receive fines ranging between PLN 5,000 and 7,500 (equivalent to €1,100 – €1,660).

Starting January 1, 2025, Polish authorities expanded the list of goods subject to reporting, meaning that an increasing number of Poland transport operations must comply with SENT-GEO obligations.

Initially, the system applied exclusively to excise goods transportation. However, starting January 1, 2025, the list of monitored goods was expanded.

Transport operators from non-EU countries (such as Moldova, Ukraine, or Turkey) are required to report every transport operation through or into Poland via SENT-GEO, regardless of the transported goods.

It is important to note that once crossing the Polish border, GPS devices must start transmitting data. Transmission remains active throughout the journey and stops only at the destination or upon leaving Poland.
