From 1 July 2026, tachograph requirements apply to light commercial vehicles

01/07/2026

Cluj-Napoca, 1 July 2026 – As of 1 July 2026, light commercial vehicles with a maximum permissible mass of more than 2.5 tonnes and not exceeding 3.5 tonnes used for the international carriage of goods or cabotage in the European Union will, for the first time, become subject to the obligations regarding the use of the second-generation smart tachograph (G2V2) and compliance with driving times and rest periods, following the extension of the provisions of the European Union Mobility Package.

The extension of these requirements marks one of the most important changes brought to the light commercial vehicle segment by the Mobility Package, as operators using such vehicles for the international carriage of goods must comply with the requirements regarding the use of tachographs and the fulfilment of the related obligations.

For operators that have not previously been subject to these requirements, installing a smart tachograph is only the first step. The new rules also involve the periodic downloading of data, its secure archiving, and the ability to present it during inspections. In the absence of dedicated processes and tools, these activities may generate a significant administrative burden, especially for small and medium-sized companies.

In this context, AROBS Group, through SVT Electronics, the company behind the TachoSafe solution, and the TrackGPS division, provides dedicated solutions for tachograph data management and compliance monitoring within an ecosystem that covers the entire process, from data downloading and archiving to analysis and reporting.

The entry into force of the new rules will bring significant changes for many companies that have not previously had obligations regarding the use of tachographs. Based on our experience, the greatest challenge is not the adoption of technology, but the correct and consistent management of compliance processes. Through the solutions developed by SVT Electronics, we set out to simplify these processes so that operators can comply with the new requirements efficiently and securely,” stated Tibor Sajgó, CEO of SVT Electronics – TachoSafe.

The TachoSafe solution enables the downloading and secure archiving of tachograph data and is compatible with second-generation smart tachographs (G2V2). Integrated into the Tacho Analytics module of the TrackGPS platform, it provides companies with a complete solution for tachograph data management and monitoring compliance with the applicable obligations.

By automating the processes required to comply with legislation, the solution helps reduce the time dedicated to administrative activities, facilitates the identification of potential infringements and the preparation of the documentation required for possible inspections. At the same time, the integration with the TrackGPS platform provides fleet managers with a unified view of daily activities, supporting more efficient operational decision-making.

For many companies, the new obligations are viewed primarily as a legal requirement. In reality, the implementation of digital solutions for tachograph data management can also bring important operational benefits, from reducing administrative activities and improving fleet visibility to better-informed decisions regarding vehicle use and driver behavior,” stated Ovidiu Bojan, Executive Director of the TrackGPS division within AROBS Group.

SVT Electronics has been developing solutions dedicated to tachograph data management for over 18 years and works with approximately 70 partners across Europe and the UK, as well as with countries in the Far East, such as Kazakhstan. Through the TachoSafe platform, more than 8 million tachograph files have been processed to date, corresponding to a volume of over 10 billion kilometers travelled by the company’s customers.

The new obligations do not apply exclusively to transport and logistics operators, but also to companies using light commercial vehicles for the international carriage of goods as part of their own business activities, including in sectors such as manufacturing, distribution, construction or services. These include, for example, distributors delivering products to customers in other Member States, manufacturers transporting their goods with their own fleets, construction companies moving equipment and materials between sites in different countries, as well as installation, maintenance or service companies using vans in cross-border activities.

Legislative changes in the transport sector reflect the acceleration of digitalization and the increasing compliance requirements at European level. Through the expertise of SVT Electronics and the capabilities of the TrackGPS platform, AROBS provides companies with an integrated ecosystem that enables them to respond to these requirements and, at the same time, make their operational processes more efficient. We are increasingly seeing that investments made to comply with regulatory obligations also generate long-term operational benefits through better visibility over activities and more efficient fleet management,” stated Voicu Oprean, founder and CEO of AROBS Group.

The extension of these obligations takes place in a context in which road transport continues to play an essential role in freight transport at European level. According to Eurostat, road freight transport remains the dominant mode of freight transport in the European Union, accounting for approximately 1,869 billion tonnes-kilometers in 2024, while Romania recorded approximately 67 billion tonnes-kilometers of road freight transport in the same period, up by more than 3% compared to the previous year.
